The volume sequencers are American products sold worldwide. When this pass fetched Instantly's /fr URL, the language selector offered only English (Instantly), even though French-language Instantly URLs appear in search indexes. The tools that win outside the US are built locally, and they follow a pattern. They price in EUR, staff local-language support, run LinkedIn-first multichannel, and present GDPR as a feature. Underneath them sits a separate layer of EU data vendors whose whole pitch is "not Apollo".
For a founder based in Germany, the uncomfortable finding is that no German-origin volume sequencer surfaced in this research. The obvious explanation is legal. Cold B2B email in Germany requires express prior consent; presumed consent covers only phone calls (Germany). Building a high-volume cold email tool there means building for export.
Europe isn't one market with a translation problem. It is about ten legal regimes, each with its own data gaps. The winning product is not "Instantly in German". It is a sequencer that knows each recipient's country and changes its defaults to match: channel, consent basis, footer, data source.

Two notes on this table. Dealfront appears to have rebranded back to Leadfeeder: dealfront.com redirects there, and the parent is still Dealfront Group GmbH (Leadfeeder). And the brief's "Woodpecker PL" is right on the country; the HQ is Wrocław.
This pass found no verified local sequencers for DACH, Spain/LatAm or India, and no primary data on how well US databases (Apollo, Instantly SuperSearch) cover those markets. Saleshandy and Klenty are widely described as Indian-founded, but their about pages weren't checked. The research notes list these as next steps.
What non-English buyers expect
Language, in the product and in support. LGM and Overloop ship 4–6 UI languages. lemlist's site metadata includes a Spanish alternate (lemlist). Instantly showed English only. Spintax and AI personalisation also have to handle grammatical gender, formal and informal address (Sie/du, vous/tu) and local date formats. See AI personalisation and Spintax and message variants.
EU hosting and GDPR as a selling point. Leadfeeder leads with "Built & Hosted in EU". Woodpecker leads with "GDPR 100% compliant". EmailBison lists GDPR next to SOC 2 (OutboundSync). European procurement asks where data is stored, who the subprocessors are, and whether a DPA is signed. See GDPR and ePrivacy and Data sourcing law.
Local data. EU buyers pay for Cognism, Leadfeeder and Vainu because these vendors source from trade registers and run local verification. Apollo's reviews include "Well over 65% bounce and failed rate" (not country-specific) (Trustpilot). Dropcontact's whole model is enrichment without a stored personal database, which suits French and German readings of GDPR.
The right channel mix. In France the leaders are LinkedIn-first (LGM, Waalaxy). Brazil's Meetime puts WhatsApp in its cadences. lemlist added WhatsApp and SMS. Legal defaults by country. Cold B2B email is broadly opt-out in some EU states and consent-based in others (EU/EEA country matrix). Germany requires consent (Germany). France allows B2B prospecting on a professional address related to the recipient's role (France). The UK applies PECR (UK: PECR and DUAA 2025). Today no tool sets per-recipient legal defaults automatically.

What this means for an entrant
- Use your EU base as a feature. EU hosting, a signed DPA, an EU-only subprocessor list and German-language support are cheap for a Germany-based founder and hard for US incumbents to fake. Lead with them in DACH, France and Benelux.
- Build a country-aware compliance layer. Read each recipient's country from domain or data and apply defaults: an Impressum-style footer, opt-out wording, a record of the consent basis, and a warning or block for Germany-to-Germany cold sends. That turns the law from a blocker into a product and is unique in the category (Cold email law: the jurisdiction matrix).
- Localise properly or not at all. Five languages (DE/FR/ES/NL/IT) in UI, onboarding, support and AI copy. Getting formal address and grammatical gender right is what separates you from a translated US tool.
- Partner with EU data rather than building a database. Integrate Cognism, Leadfeeder, Vainu and Dropcontact as first-class waterfall sources. US-centric lead databases are where Instantly and Apollo are weakest in Europe (Contact data and enrichment).
- Add LinkedIn and WhatsApp steps for France, Brazil and LatAm. In those markets email-only is a weaker product (HeyReach, La Growth Machine).
- Sell to European agencies first. Shops like Danish Lead Co. (110+ clients) already run multi-country campaigns on US tools. EU hosting plus per-country defaults plus flat agency pricing (Lead-gen agencies) is a pitch they can pass on to their own clients.
